Mk1 Mondeo 1.8 (Zetec Engine) Problem

Just signed up to ask some "ITK" people for some help on something I'm sure a lot of you know about.
My dad has a 1996 "N" Mondeo MK1 with the above engine. It starts first time no problem, but when the engine hasnt been run for an hour or so it will only rev to about 2.2k to 2.5k. You can put your foot right to the floor but it will not go above those revs?
Within 5-10 minutes it's fine and will go all the way to the redline.
Although I believe this engine is supposed to have 105ps and IMO, it's no where near that even when it's not holding back.
Is this a problem you kind ladies and gents have experienced and fixed?

When was the fuel filter last changed ?, have you checked the emissions when cold/hot ?
Although 105ps it may well be they are not the lightest cars around, I'm sure it was for the 1.8 zetec silvertop 116PS/114BHP though.
If the fuel filter hasn't been changed in the last 2 years I would do this first, less than Ł10 probably as well.

Wouldnt a tired fuel filter result in a lack of power/fueling all the time though rather than just when the engine is cold?
It's not the best looked after car in the world in all honesty. He's not got much money so it hasnt had regular services or anything, but to be fair to the old thing, it's never broken down either. Just runs like crap for 10 minutes.

Just an update,
Put new plugs, leads and airfilter on. Still does this except now, when it's up to temp and the revving problem has cleared it now runs a lot better.
Fixed one problem, just not the one I was aiming for.
He reckons he'd spoken with some one who said it could be the automatic choke. I know nothing about this, chokes are "before my time"

it would have an idle valve on it which in turn is a modern day choke system.little motor that lets in more air when cold then shuts off as it warms up.might be sticking.worth a clean

I would look toward the fuelling, if it's not letting you rev it out the ISCV is not going to prevent this!
Whats it like when the problem happens, i.e does it fell boggy, beltch out smoke etc?

No smoke, it simply wont rev past about 2.5k rpm's. You can sit in nuetral and floor the accelerator pedal and it just hits 2.5k and stops. If you drive it I would say the best description is that the rev limiter has been lowered.
Dad said since I put new plugs, leads and air filter it takes less time to "warm up" and also now doesnt repeat this so soon. Before it would go back to that within half hour to an hour of leaving the car, now he said he's been leaving it a few hours and it would be ok.
The big thing with the mino service is the car apparently runs pretty well once it's cleared this cold start issue. He said it's faster, more responsive and so far, using less fuel.
I'll try and locate the ICV this weekend and pop it off. Would brake cleaner be the best thing to clean it up with?

It's probably the maf sensor. Unplug it and it won't do it. (however you'll use notice a drop in fuel economy but a bit of a pick up in performance - mine dropped from 35mpg to 28mpg)
Get a good second hand one from a scrappy (unless you've got 140 quid going spare for a new gen ford jobby) it'll be about 15 quid.
