In installing the SSD drive and fresh copy of the OS (which one by the way?) it believes that the folder belongs to someone else. You may have used the same username but they are all converted to numerics - and obviously what it's created this time does not match the old value.
Did you click on the "continue" as shown in your picture? And if so what happened?

ACL= Access Control List
I haven't played much with the lower versions of W7 (assuming yours is?) but in the case of XP Home Edition, you have 'Simple File Sharing', only with the 'Professional' version you have proper access control (and even that wasn't enabled in a workgroup environment)
If this trait follows in 7 you might not have it, either way if you go into the folder properties and click the 'security' tab, it should list the respective users, groups and there permissions...

The problem is those "Unknown Accounts" which relate to your previous OS. Those numbers are what I was trying to describe in my earlier post.
Click on the "Phil-PC" account and then set "Allow" on all the items below.

OP, it's going to be an ownership issue, in the 'Security' tab you have an 'Advanced' option at the bottom, then the 'Owner' tab, you will probably find the current owner is referencing an unknown account, you therefore need to take ownership of the folder.

Administrators have full control anyway, those accounts referenced by there 'SID' number won't make any difference.
