Default my orion keeps cutting out

hi i hope someone could help me, i have an orion lxi 1993 model, when i come to a stop or put the clutch in, every now and then it cuts out.
sometimes the revs move up and down by themselves too.
what could be causing this and is it cheap to fix?
thanks
Seth

A VERY easy job to do, more by feel than sight but still easy.
