some say yes and others say no I remember back in the day there was an old 3.0 csi shark nose bmw that I liked in Barnes sw london, car sat for ages and never seemed to move, I wanted to buy it so contacted barnes old bill, they told me to contact dvla about it as they would not give out registered owners details.
I never contacted dvla but shortly after I spoke with the plod car disappered never to be seen again, well by me any way

i trick ive used in the past is to go into a police station pretending your thinking of buying said car but your suspiscious of the owner. tell them the reg and a made up name and adress and 9 times out of 10 the desk monkey comes back and says "no that doesnt match our records, we have it down as owned by ...... from......"

if you apply to the dvla and they think you have a legit reason for wanting them they will give it out.. the best way is to go to the police station and give them your details and ask them to contact the owner for you, that sometimes works. although in repo we have access to the dvla but only for cars we are looking for..

Pretty sure the data protection act says that yes you can find out, as long as you have reasonable grounds to know the info. Thats how clampers etc can get your details.

I would think it very unlikely that a member of the public could find this info out. If it was that easy anybody that wanted to know for the wrong reasons (see kosmans example above) would do it.

Basically i bought some wheels which turned up in lets say less than described condition, he thinks its fair to refund half the cost of a refurb and me to stump up the other half which i should be needing to spend.
Basically i want to deliver his wheels back to him nicely and politly via his car windscreen and front window

the police just said sorry they cant give me any information, and advised if im unsure then dont buy it!!
anyway i bought it and sent off for the logbook and it all turned out ok

I honnestly dont care mate. He has been nothing but awkward and basically offered me half the money for a refurb or nothing take it or leave it, which just doesnt cut it considering how much paid for them and the poor condition of them which wasnt as they were sold to me.

its amazing what you can find out about people via google. I use it daily to try and help track people that have disappeared.

If you can show "just cause", ie a genuine reason the plod have a legal obligation under the data protection act to disclose that to you, and they CANNOT charge you for it.
Ask to speak to the data controller, as most plod don't the dp act at all, the data controller does 100% though.
If for a non genuine reason there is a way, most people have a credit or debit card so they can't hide very well!!
