Yep...

Surely?

Up and over and through the joists and down the other side.

You'd prob want slightly larger than 16mm holes too....

Depends what the rsj is doing - if you want to drill the holes directly beneath a big point load then perhaps think twice. If it's just holding the upstairs floor up then I wouldn't worry so much!

Just the floor, no great load.

So any special type of drill/bit, or do a guide hole and use a hole cutter?

Why does what seems like the simplest thing turn into such a monster

Just use hss drill bits mate... i drilled sixteen 18mm holes in an rsj on saturday.. start with a 5mm pilot, moved upto 10mm, then 12mm, then 14mm, then 16mm, then 18mm... Lots of increments but blasted through it in no time...

it's the distance between the flats of the rsj that give it it's resistance to bending, rather than the strength of the vertical bit.

Just to concur, yes no problem. Its no different to having to have them drilled when bolting two together when building a cavity wall above
