not sure on the differences between the two but i did own an 8v gti for a few weeks.
I blew the heater matrix the night i got it by giving it a pasting. This was beacsue there was a recall on them and mine hadnt been done.
It was alot quicker than i thought it would be and i was on the arse of a mates vr6 when we had a little first and second gear blast. Didnt handle to bad either , bit boaty but did handle well.
I took this pic of it

and less than an hour later this happened lol

8v wouldnt pull the skin of a rice pudding, a lad know used to have 1 and it couldnt even get away from my ax gt lol
16v are alright but a bit temprmental apparently.
Get a mk1 with 16v conversion i've seen them for as little as £1500

golf gtis are cracking cars
8vs are very torquey for what they are and perfect for a wee run around.
16v engines are pretty solid. slightly noisey though.
16v will have big bumpers and trip computer abs/pas
8vs have small bumper unless bigger fitted and i think hit or miss if you get pas.
would love an oak green mk2 16v

i had a mk2 before i got my s2, the 8v is very slow in comparison to 16v, the pre 90 spec had small bumpers, 90 spec and over had big bumpers, theyre prone for heater matrix problems, were recalled by vw due to the fault and most were fixed under warranty, good points are the handling, and theyre pretty solid, if you can get any id get the 16v, or try and get one with a 2.0 16v mk3 conversion if you want something a bit pokier.....
can pick em up really cheap now mind, but finding one with decent bodywork is pretty hard, tend to rust around tailgate and petrol cap
heres my old one

id check suspension bed for any rot, and rear tailgate, they do tend to be a bit iffy idling with loadsa miles, but all in all a pretty solid car
polybushed on a decent suspension setup ( like mine ) will give you the edge over a lot newer cars round country roads, i managed to out corner an evo8 and subaru on the way to totb much to their annoyance, they are like go-karts on bends

I had a 16v mk.2
It was on an F reg, 130,000miles small bumper model.
It was very fast, get it above 4000 revs and it would fly!
BUT.... What a pile of shit!!
It broke down every week, the clutch lasted a fortnight, the wiper switch broke off, the brand new rear tyres were bald on the inside edge fter 2000 miles, the list goes on!
So I got shot of it asap - and the guy who bought it blew it up big style a week later.
Keep looking for a 205!! (or better yet a 309gti - pig ugly but awesome to drive!)

Had both, infact still using the 16v, you can see it in me sig
8v i think is a better town car but if you do alot of motorway miles then the 16v is the one to go for.
They are quick cars but don't expect it to be rapid.
As for reliability i have had 3 mk2s in the last year and every one has given me trouble free motoring apart from the head gasket going on the 16v, but it has done 164,000miles and it only cost me £10 to fix it
