Heater Blower working on all speeds but not much air throughput

Chaps,
I've got an 05 Mk2 Focus, the heater blower does work on all 4 speeds however i'm getting little throughput of air through the vents. If I close all bar one vent more air gets pushed through but not a significant amount.
Idea's thourouly welcomed!!
An aside, to this the aircon light is on but there is no cooling effect (I havent had it re-gassed so will assume that will be the cause of that)

if the blowers are working on all speeds surely that means the heater resistor is ok? can you notice the speed increasing when turning fan speed knob up? Possibly a clogged up pollen filter not letting air through?

Thanks for the reply Paynee, Yes I can notice a marginal change between all 4 settings where by 4 is letting a little bit more airflow through! As mention before if I close all vents bar one it does increase the airflow.... If I hit the re-circulating air button the fan sounds as tho there should be more airflowing through the cabin however it made little difference to the actual airflow through the cabin.
If the Pollen filter is clogged up would that cause lack of air flow? Not having the manual to hand where is it located?

As pointed out, the ONLY speed you would have if the resistor pack was duff would be full speed (4), if it was duff on all three, the fact it works on all speeds shows it is not broken.
I'd go with pollen filter, very neglected on a lot of cars, take out and check the output, then if ok fit a new pollen filter, about Ł12 I think for focus one, this will cut down a small amount of output, but only a small amount with a new one.

As Tabetha says , most probably the pollen filter blocked , on a mk 2 focus they are a pain as they are above the cjb (fuse) box in the passenger footwell and so sometimes do not get done on a service
