NO is vented to atmosphere - move the nipple from NO to NC.

Run a line from your boost reference at the compressor outlet (or boost pipe that goes to the throttle body) to the bottom nipple of the external wastegate. Put a "T" in this line, and run the hose from the T to the NC nipple on the AVC-R solenoid.

Run a line from the top nipple of the wastegate to the COM nipple on the AVC-R solenoid.

Is it plumbed in like the above?

Here is the manual:http://www.apexi-usa.com/pdfInstallation/45.pdf

Look at setting the Apexi - Page 18. If he still has troubles set the unit to monitor mode (so the boost is set by the External Wastegate) and get it along to somebody who can set these up.

DO NOT BLOCK THE NO PORT. Leave it open to atmosphere.
