Got under the car this morning (Renault Scenic W Reg) and noticed this bar wasn't attatched to the bottom of the engine (in pics) just wondered if i'm right in thinking the bolt has snapped inside and best way to get the bolt out so can get another bolt in ?

Thanks

I would say snapped mate. Bets thing is to use a stud extractor kit.
You drill a hole and stick in the stud extractor and as it's fluted in the opposite direction of the threads when you turn it it bites into the shaft of the bolt and brings it out. Just be careful when drilling it out that the drill doesn't wander
