Default Brake proportioning valve not working due to handbrake issue?

Hello guys,

On my trackcar i have fitted a brake proportioning valve from eBay (cheap one as feedback was good). Fitted it but no mather if i screwed it in or out rears would lock up first. I have the cossie brakes on the back.

E-mailed the company with my story and they told it can be bellen inside however it almost never occurs. They send me a new for free. I fitted that and rears didn't lock up. However if i turned it to maximum pressure rears still didn't lock up. I thought fine atleast i can start mapping. Car hasn't been used for a while and now the rears do lock up again.

Now what i was thinking was the following. I have a issue with one Side of the handbrake not returning into its rest position. There is something wrong however the able is brand new.

Can it be that this issue is destroying the work of the brake proportioning valve?

My set up is as following. Brake cylinder with 4 exits. Front too (seen from driver position) go to front L&R. One of the backs has been blocked and the other runs one brake line to the rear. There it splits into two for left and right. The valve is on the one line to the rears
