price seems very high for an rs turbo that deosnt run,

personally i wouldnt pay it for a non runner, as it could be a bigger problem than is stated..i wouldnt take his word for it..and the power output is a tad optimistic imo..if the shell and interior is really mint then you may get somewhere near it

well i explained to him that it wasnt worth the asking price unless it was running then he said its worth 4.5k

All cheap fixes his words not mine so why don't he fix it and sell it for the 4.5k he thinks it would be worth i'd steer clear
