car id registration question

ive asked this many times before but am still very unsure
ive spoke to dvla but they just dont seem to be able to give me the answers i need
now ive heard there is no more q plating but have heard there is
what i want to know if i was to build a car from a new shell can it be put onto a reg plate or does it have to be q plate
i know the points scheme about engine, transmission etc its the shell that concerns me
now you cannot buy these anymore from ford so how would i go about it with no reciept
i can get a reciept off the bloke if im going to buy it and he will state its a new shell and unregistered shell but will this be acceptable
thats my main concern
any ideas on this anyone

Q plating still exists.
The rules are very clear: (from dvla website)

A. Vehicles that have been rebuilt using a mix of new/used parts.
In order to retain the original registration mark:

Cars and Car-Derived Vans must use:
The original unmodified chassis or unaltered bodyshell (i.e. body and chassis as one unit - monocoque); or
A new chassis or monocoque bodyshell of the same specification as the original supported by evidence from the dealer/manufacturer (e.g. receipt)
And two other major components from the original vehicle - see list below
* Suspension (front & back)
* Axles (both)
* Transmission
* Steering Assembly
* Engine
If a second-hand chassis/monocoque bodyshell is used, the vehicle must pass a ESVA/SVA test after which a "Q" prefix registration number will be allocated.

The above is refering to a RESHELL of an existing vehicle, I would guess that in order to have the original VIN re-stamped on the new shell you would have to have the shell with the old details available for inspection.
If you can't show the original shell and ID then its a Q.
The only other way to avoid Q is to use ALL new parts with receipts for EVERYTHING, then you will get a current new reg.
With the shell you are looking at, in either of the above cases, you would need it to be inspected (DVLA or Vosa, I'm not sure which) to prove it has not already been used, then a vin can be stamped on it.
Shells have an ID no. other than the VIN that can be traced back to manufacture, I don't know where it is, I've seen several numbers on my Focus shell, but it was mentioned on T.V by a police examiner when they were tracing stripped vans/cars.

Contact your Local Vehicle Licencing Office - the one in Edinburgh was very helpful to me, but they now have a new system where you have to phone Swansea and they have the LVLO call you back - if you can stand the wait, it's probably better to visit in person.
My receipt was from the trader that had my new shell in stock and LVLO seemed happy enough with that - they issued a VIN number for it on the strength of that and the consignment plate that was rivetted on where the VIN plate would go. Whatever you do, don't stamp your old number into the new one - that will only raise suspicion and could screw your plans up forever!!!!!
Transfer the bits from your donor, cut a section of floor out with the chassis number on it as proof that you actually had the donor, and keep the VIN/paint tags.
You will need to get the new VIN number issued, then have a standard MOT followed by a SVA test, then you will either get to use the donor car's registration number or an age-related plate.
