boost problems

boost problems
bought a new 91 plate s2 3 weeks back and since ive had it had no end of boost problems . the car has under gone a full rebuild over the last year and when the previous owner put it back together i think he rushed it . the engine is speced as follows piper285t cam , hybrid t3 , -31 actuator , kn , mongoose chipped , and a bloody bleed valve . the problem i have is no matter wot the bleed valve is set to the car will only pull just under half a bar of boost and tails off quickly it also makes wot can only be described as a jet engine noise when boosting ( not sure if this is because of the hybrid as all the s2's i have had in the past have been same sort of spec but on a standard turbo and no bleed valve ) . it also seems to to hiss more than whoosh when the dump valve goes off had loads of turboed cars with bailey twin piston valves on b4 but never one that sounded like that .
my thoughts are that either the actuator is going week or the dump valve is ?
any ideas would be most appreciated guys

I had a jet sounded turbo on my last one turned out id killed it through to much boost (needless to say ill not take it to that tuner EVER again)
My guess is that the Act is poor, or the bottom turbo hose tends to colapse under load restricting air flow, they also split after time so check that its not pulling air in anywhere.
Dump the dump valve because i dont care how good they are they can lead to so many probs that point else where.

removed dump valve and plugged the hole and the vacum ..... did exactly the same just instead of dumping it maded the waste gate chatter with turbo stall , wot about doing away with the bleed valve there is still an amal valve on the car all wired in with just the 2 hoses off and joined to the bleed valve?

Have you checked the hose on the bottom of the turbo ?? there prone to collapsing under boost reducing air flow/boost.
I would take off the bleed valve and reconect the amal valve back up (although these rarely work right) and see if it is that which i doubt it will be m8..
other than that looks like Act is weak and a run out to the Ford Fair is on the cards for a nice new one

just need to sort fuel pump out now as that has now decided to pack up
