The fact that it's hanging around makes me think it might be a little bit tame too.
I'd get someone out to look at that, I'd be gutted if I lost my Quaker, so would definately call someone if I saw something like that.

I've just called the National Lost/Found register and am waiting for a call back. Hope you don't mind me muscling in! It's just that I know how much the owners of that would appreciate getting it back if it is a pet.
Just found this-

A friend of mine lives in Coulsdon, Croydon. There's shit loads of them there. The trees fill with them at twilight.

i would hope if ever i lost my parrot someone would say they found it but i doubt very much they would
Awwww bless his heart!
If you can entice him towards you, it would be wise to catch him and call your local RSPCA and police station, as he may well be a a very missed pet.
Or, it isnt that uncommon for these parrots to be living in the wild to be honest.
If you can, make sure he has some feed near him, and put down some chopped fruit or veg if you dont mind giving him some.

well christian and becky have reported it so if nothing happens from that, will teh little fella be ok outside in these cold months or shall i build him a massive cage and keep him in the house ?? what shall i do i'll feel guilty now if it died !
Its really tough to say!
If he is used to being domesticated, then there is a high chance, he really wont survive being outside.... but if he's wild.... then he wont know any different!
Unfortunately you'llneed to spend a bit of time outside, and see if he is quite happy to come over to you! If you can get quite close to him without him being spooked, then the chances are he is a domesticated parrot!

I did speak to the National Lost/Found register and the guy was shockingly shit.
Hopefully there is something else that can be done to absolutely confirm that this little fella is wild, or else, as others have said, he won't last long.

A friend of mine had a parrot like that one (He looks like a happy little parrot by the ways) and he had several perches screwed on the walls about the house. Parrot could zoom about and poop in a cat litter tray. Was well cool. Problem is parrots can live for a long time. 50 years isn't uncommon for a mcCaw.
If (s)he's not a missed pet, (s)he'd make a great friend if you can catch him.
Just remember, if you kill him, you've got to eat him.

There loads of these around london especially around perivale, noisy buggers aswell, apparently loads escaped in the 70's and bred like wildfire, you see them most days pretty common, makes a change from sparrows i suppose
Sorry, could not resist...
