Planning permission/Building reg's question.....

We moved into our bungalow 3 1/2 years ago and next door has decided to build a garage. We haven't had any notice through the post in the time we have been here and he has only owned the piece of land that he is building on for 2 1/2 years anyway.
I spoke to him the other day and he says that he needs to get on with building it as his Building reg's run out soon. He also told me that his garage will be 8 metres by 8.5 metres. So, around 70sq metres in size. I thought you could only go to 30sq metres without planning permission?
He is also inches away from the fence and I thought you had to leave a metre before the boundary.
What's the deal here?? Anyone know?

I've applied for planning as I'm looking to building a garage 6m X 7m and defo needed planning permission, But different councils have different rules. But i'm pretty sure that over 36m square will have needed planning, I have heard that planning permission only lasts for 2 years.

Well, we have looked into it briefly as we are planning to build a garage ourselves and from what we read, 30sq metres is about the limit. 4 metres high for a pitched roof.
Just wanted to make sure I was understanding it correctly. Surely if he had applied for permission, there would have been a letter through the door and a site notice up?

I've done the same but mine is 7.5m by 8m and it pissed the neighbours off too
When I spoke to the council around my way they said roughly the rules are -
if its less than 50% of your total land.
doesn't exit on to/across a public highway.
Roof height under 3m if flat or 4m if pitched.
7m away from the house.
if it contravenes any of these it needs planning but if not you only need to apply for building regs.

Dont think councils write or put notices up now do they, my neighbour just had an extension and the first i knew about it was when he told me about a month before work started.

The person applying for permission is issued with notice of his intent which he has to put up for anybody to read.This enables neighbours etc to air their grieviances etc. If the garage is over 30m2 , over 4m high ridge it , it has to have planning permission. it has to be 1m away from neighbours boundaryand less than the above meterage for him to build without planning permission.Well this is defo true in north essex anyway

speak to your local council they all have different rules, planning permission and building regs are 2 different things... my garage is exactly 30m2 and is 12 inch from next doors land, i didn't need either planning or building regs, no letters or notices.
MY dads neighbours did an extension about a year ago and the NOTICE about planning permission applied for was tie wrapped the lampost outside then photographed by the council lady who put it there.

as mentioned in a few posts:
different councils have diferent rules
for example, you don't need planning permission for certain hights now (10 feet i think) round our way and, as long as you have at least 50% of the original garden space still open to the elements, you can build as big an extension/garage/conversatory as you like
the only thing they stop you doing is sharing a wall so you have ot build a party wall for you side and one for the other side but boundray to boundary if you so wish
get to the council and see what they say is going to be a much better than guessing what he can and can't do on the internet

I have just spoken to the local council who tell me that each application is usually viewed on it's own merit, although the normal rule of thumb is 70 cubic metres!!
Considering he has 70 square metres of floor space and a ceiling height of at least 2 metres, he has to be close to 150-200 cubic metres.
