Default Planning permission/Building reg's question.....

We moved into our bungalow 3 1/2 years ago and next door has decided to build a garage. We haven't had any notice through the post in the time we have been here and he has only owned the piece of land that he is building on for 2 1/2 years anyway.

I spoke to him the other day and he says that he needs to get on with building it as his Building reg's run out soon. He also told me that his garage will be 8 metres by 8.5 metres. So, around 70sq metres in size. I thought you could only go to 30sq metres without planning permission?
He is also inches away from the fence and I thought you had to leave a metre before the boundary.

What's the deal here?? Anyone know?
