I have just spoken to the local council who tell me that each application is usually viewed on it's own merit, although the normal rule of thumb is 70 cubic metres!!

Considering he has 70 square metres of floor space and a ceiling height of at least 2 metres, he has to be close to 150-200 cubic metres.
