PING?
it usually means you have programs running that are interfering with your connection, things like firewalls/routers etc or if your running torrents your ping will go through the roof. turning off all unnessercary programs can also help alot.
Ping is used to test whether a particular host is reachable across a network. It works by sending ICMP packet which in effect is an echo request to the target host and listening for the reply. Ping estimates the journey and response time usually in milliseconds, it will also display connectivity issues such as packet loss.

Ping when one system shouts down the line 'hello are you there' and another system responds with 'yes, I am here' the time sending this message and receiving it, is in it simplest form ping, if the connection is dropping and you only receive part of the message this is called packet loss

If you have crap ping times then you want to work out where the bottle neck is. It might not even be your internet connection, as said it could be a program sapping your connection, if your using wireless it could be between your pc and your router. If you go to command prompt and type ipconfig then hit return you will get a default gateway address. Then ping that address which will give you the ping times between your PC and your router. If its crap then you've found your problem.
