Default Boost on 2wd cossie

At what point in the revs should the boost come in at on a standard 2wd cossie?? A friend of mine has bought the car and it might as well be a 1.1 till it revs to about 5000 rpm then the boost comes in, could there be other problems All ideas are welcome as we have no clue where to start.

I'd say about 2-2500 rpm's but depends on driving style etc. what boost does it get to when at 5000 odd rpm's?

It sounds like the actuator has come off the turbos waste gate and the waste gate is totally open. Thats the first thing id look at.
