The fan in the car heater has no connection with the hazzard relay.
If the fuse for the indicators/hazzard is ok, follow wire along to the relay, see if power still good on that wire, the stalk is after the hazzard/indicator relay, so if ok up to relay, but blows once the indicators or hazzards are put on there is a short to earth on one side, try the indicators to determine which side, then remove each bulb in turn and try again, if it blows it is the wiring between stalk and indicators on the relevant side, if it doesn't replace one bulb at a time and try, rarely but does happen a bulb can go duff and short out inside.

All the wiring that goes from the hazzard to the indicators is done internally from the top mounted hazzard switch.
It may just be easier to just get a new stalk which contains on your car the hazzard as well ?

Nope all Fords of this era BLACK is LIVE, BROWN is EARTH.

If the fuse has blown when replaced, it's going to be because of a short somewhere.

The same fuse protects the reversing lights (It does on Sierras anyhow) so this explains why they don't work.

Visually inspect the wiring, look to see if it's been chaffed etc allowing the actual wire to come into contact with metal.

This is if it's doing it when the indicators arn't applied, if it's when the indicators are applied, check the clusters for water ingress, also check the repeaters in addition make sure these have not be interferred with as this is a common way to disable some alarm systems if a theft attempt has been made, not going to go into detail on here for obvious reasons.

i.e is there water inside the light clusters? I will have to have a check the diagram when I get a moment as to the wiring as it's a while since I rewired mine, but you have the relevant lives, does the red become live again when the hazards are switched off? (Not blowing a fuse etc)

Then you need to be looking at the live wire to that side, as it must be this causing the short.

You have looked at the repeater on that side as well haven't you, as well as unplugging the bulb etc?

No problem, check this one as it may have water etc inside, at least then you can elimimate that.
