Default black soot on start up from exhaust.saph cozz

I have recently noticed that my exhaust chucks out black sooty particles when i start the engine up. My exhaust is completely black from the tip inwards. There only seems to only be steam (white smoke) coming out until engine reaches its normal op temp. What is this and what is it likely to cost in terms of rpairs?

Invest £11 first, and fit a new coolant temp sensor, rear of head under inlet, where the water pipe is on the same little housing, it is a blue connector/sensor, this controls the vast majority of the fuelling, they seem to go duff sometimes when the car has been laid up, odd I know but happens.
Ebay, Matt Lewis, about £11 delivered, before spending money on a rolling road, sort anything you can yourself that would/could alter the mixture, ie fuel filter, has the pump been re wired ? as well for safety.
