welcome to the world or rs turbos, lol , thats just the way they are mate but oce you get the niggles sorted out you'll be wondering what all the fuss was about,
sounds like either misfiring or mis timed, or stuck valves letting fuel ir mix ignite in manifold, maybe someone with more experince will have better answer ,
might be worth taking it to garage for straight answer , might be more money out in short term but saves chasing around for the problem

Hi , is it running the std MFI engine or has it been changed to EFI , if it still has a distributor then sounds like the timing is well retarded and causing the glowing exhaust and the lack of power have you had it set up and has the cam timing been checked ?
As said check the timing, when you say holding back do you mean misfire etc or it just lacks power? Also as said is it MFI or EFI?
EDIT: Forgot also check the fuel filter, this IS a servicable item!

get it looked at by someone local who knows rst's
not always a garage, just an owner
timing etc needs to be right and camtiming too, it could be too much boost for the ecu
soon as it hits the limit its cutting back, if its got a bleed valve wind it right in to lower boost and see if it helps
could be a million things tho, sensors, hoses, leaks, wrong piping up
