The brass tail is the feed to the actuator that controls boost , it should have a pipe on it that either goes to the amal valve or a manual bleed valve then off to the can

How did you "sort" the bearing just out of interest, new turbo?
And yes, there needs to be a pipe connected or you will have no boost.

The problem is with no pipe you will get massive boost , unless the actuator is adjusted with no preload and the wastegate is pulling the actuator rod then it will still act the same , check your wastegate is seating correctly and the actuator is adjusted with about 3/8" preload as a starting point

I'd be surprised if you got much boost with the pipe off, you may aswell drill a hole in the housing.

The amount of air that escapes through the hole is small in comparison to the amount of air that the turbo can produce dont forget if you are running half a bar of boost at 6000 rpm that engine is consuming a lot of air , it is there to give pressure to the boost control side of actuator , not a volume of air .

Once had an RS Turbo that the pipe had fallen off , it was boosting massively about 1.5 bar and it was not really noticeable that the pipe had fallen off in any other way .

As said it's actually the other way round, with no pipe connected you will run more boost than desired and so you can actually destroy your engine with it disconnected! As standard it would be plumbed to the Amal valve.

If you have a leak you really need to sort it as this will result in premature turbo failure!
