Default OverBoosting ERST S2 Problem

I have been suffering from a bad case of overboosting recently in my S2 ERST. It first started when i swapped the bleed valve to a new amal valve.

Today i swapped the amal valve back to the bleed valve and it stopped the overboosting, but the car was slow as fook! The car would just not pick up speed at all.... proper pants!

Boost Pressures:
Running on amal valve - 20psi
Running on Bleed valve - 9psi

When having the bleed valve attached again, and no matter how much the valve was closed/opened, it stood at 9psi and didnt have any poke whatsoever. I the re-fitted the amal valve with new tubing and it flew like sh*t off a shovel, but over boosted when hitting 18-20psi. If i kept my foot down (while overboosting), it soon stopped the overboosting and continued to pick up speed until gear change.

I know that 9psi is about right when it comes to S2 boost pressures, but im running a T3 (with full cossie inners), -31 actuator, chipped, pace intercooler blah blah blah so the car can withstand a lot more than 9psi! This is obviously proved by hitting 20psi with the amal valve connected.

Is it a case that the actuator needs tuning up by messing with the bar length? or is it something else?

I have been told it could be fueling, but my emmisions have been checked and are correct. I have been told i could have a hole in a pipe, but i have checked and pipes are free of holes. I have cleaned out the throttle body, crossover/charger pipe........ god i have done loads! Still i have this problem

I have just purchased a in-car boost controller for next to nothing, but the guy i got it from said that this may not actually solve my problem, but the way im feeling, im willing to try anything lol
