So in these words stu would an ''OFF the shelf'' Chip do as long as a rolling road session is carried out or are there ways which an Ideal Map/Program can be put on chip for a per car case.

The KE-jetonic can not be mapped. It has an electronic correction for the enrichnening/leaning, but it's not microcontroller controlled. It just consists of a couple of op-amps and transistors.
The RSTs ESC-II injection system can be mapped though, but that isn't part of the KE-jetronic. It's a completely separate system on it's own.
