In an ideal world then no it should not as oil lowers the octane rating of the fuel.
But its not unusual on a cossie, esepcially if your breather isnt into a catch tank instead of back into the inlet.

Mine was the same when I changed the head gasket.
Used alloy wheel cleaner and jet washed all the muck out of there.
When I next took it out for a run, the boost went off the gauge, well over 30 psi whereas before it was 25psi.

Assuming its not the breather (a safe assumption if it isnt connect to the inlet!) then its pretty much got to be the turbo, simply because absoultely nothing else is connected before the inlet that goes anywhere near any oil!

had the same on my engine, boost hoses ok but 'oil' would collect at the elbow. spoke with stu and he told me 'actually its petrol'
a tiny tear in the fuel pressure reg causes this. it looks like oil. it smells like oil. it feels like oil. it doesnt burn - buts its petrol
once he told me that it explained why the fuel pressure drained away so quickly after turning off engine. sold me a new fuel pressure reg and every thing was fine
