average mot time is around 47 mins.
when i ask for a performance printout it gives me my average time and percentage of failures on items. mine is usually averaging 46 mins.

Only way you can issue a pass/fail ticket is to log off that test.
Whether you do that in 3 mins or 40 mins makes no difference.
You can't log on 2 or more tests at the same time, unless you have 2 or more MOT lanes, however, there is a small amount of overlap time allowed.
In 2010 there were 21,100 test stations in the UK and approx 53,000 testers.

Obviously you're going to have a certain percentage of those that don't play by the rules, and it's only a matter of time before they get caught.
VOSA are sneaky buggers too, the guy that comes to our place sat outside one day, he can log into the VTS system remotely from in his car and see what's logged on. One of the lads had logged on whilst the car was still on his own ramp and got a bollocking as the car wasn't on the MOT ramp!

That's what I meant by an 'overlap' a few mins before end of one test, another can log on. Is that what you meant?
We have 7 testers and 2 lanes, there's usually an overlap of a few mins between them.
