deficiency detected a level of severity and classify it into one of the following groups
:
– minor deficiencies having no significant effect on the safety of the vehicle and
other minor non-compliances,
– major deficiencies that may prejudice the safety of the vehicle or put other road
users at risk or other more significant non-compliances,
– dangerous deficiencies that constitute a direct and immediate risk to road safety
such that the vehicle may not be used on the road under any circumstances"
This says to me that it will be enforced by MoT testers, and modifications will be judged for the affect they have on the safety of the car. if the mods dont affect the safety of the car at all then an MoT certificate can be issued.
Additionally, any modification which affects the emissions or causes the engine management light to illuminate will fail the MoT.

This is only my take on the paragraph that I copied from the EU nonsense! And as somebody else said, I think its mainly aimed at europe and may never be employed here.
