Default Help zvh engine advice

Ive picked up a zvh engine and i haven't run it yet,it is supposed to be a mk1 rs bottom end, anyway to cut a long story short the engine is on a stand and im fitting a new cam belt and thought id check the engine by turning it by hand, anyway it turns fairly easy and then it goes hard then easy again is this right considering there's no belt on and the lifters are all undone too, your superior knowledge will be most helpful cheers....
