If my mate found a mint new shell that had no ID on it, then used the existing numbers and plates from his original car as its, starting to rot, which then leaves the starting to rot shell ID less, could i use that shell as the basis of a track car, without it getting took of me, or could i reregister it on a Q say or out like that.

It depends if said 'mint new shell' has ever had an ID in its life previously.
If it has never been registered then you could legitimately probably transfer the ID as you will be using all the parts off the old car except the shell.
To be 100% sure, contact your local VRO (Vehicle Registration Office or DVLA) they may refer you to your local VOSA office but they'll defo be the ones to answer exactly what you can and cant do.

If you wanna use the old shell, then make sure you completely obliterate the previous vin numbers or else your mate will end up with a Q on the new shell as well. I assume he will be reshelling his car without informing the DVLA. If he informs them he will require a receipt from the original manufacturer (ie a Ford delaer) for the new shell. Otherwise he will get a Q.
if theres no proof on the car that it has been fuked with ya never gona no, theres alot of cars out there driving about that wernt originally on them plates, and the owner is never going to no, thinking his cars legit, there only numbers at the end of the day.
