when talking about hose sizes -8 or -6 etc doe's that mean 8mm inside diameter or what

No! It's a bit of a random system to be honest, and one companies -8 may have a different bore size to another manufacturer's -8!

A Goodridge -8 is 11.12mm!

I was under the impression it was the ID size in 1/16ths of and inch? -8 being 8/16" or half inch (12.7 mm)

These dash numbers are precise dimensions, they don't, or shouldn't vary from one to another, BUT there are JIC, BSP, and NPTF sizes in "dash".
-8 for example is 3/4" x 16, 0.75od, 0.67 id in JIC, 1/2" x 14, 0.83od , 0.73id in BSP, 1/2" x 14, 0.84od, 0.72id in NPTF for example.

-3 = 4.76mm
-4 = 6.35mm
-6 = 9.52mm
-8 = 12.70mm
-10 = 15.87mm
-12 = 19.05mm
-16 = 25.40mm

exactly as i said
-4= 1/4"
-6= 3/8"
-10= 1/2"
-12= 3/4"
-16= 1"

But there IS variation between the sizes though! If you stick to the same manufacturer that's fine, but not all -8s are the same!
