Default removing silicone sealent/glue of a car

Im looking at buying a weekend car but it has had a silly roof scoop stuck on it, the bloke selling it say its been atached with sealent of some kind but not to sure. So im assuming its beem glued on with 3m or something similar. So what im asking is whats the best way to take it of with out damaging the paint work.

Hair dryer to get the bulk of it off, get it hot and have a peel, following that the old glue and tar remover

if its been put on with tiger seal, good luck getting it off, it will rip the paint off

all depends whats used, tiger seal is a perm bond and is a complete bitch to get off, its like windscreen sealent for bonded screens

toffe wheel is what you need ,most body shops will have one ,if you have ur own die grinder ,pop in ur local paint shop supliers and buy one thats if you can get scoop off first as its just for removeing glue off paint work
