Its a nightmare to get rid of them smell in one go, even using products that are designed to eat at the bacteria
Main problem it will soak deep into the seats or carpets way past the top fabric layer, best way is to use a wetvax and a product like bio brisk from autosmart, last one i did i went back a second time for the customer because there was still a slight smell

I dont think you will get a ecu directly under the carpet with no protecion around it,ive seen them in there own little compartments in the footwell areas
Steam wont do anything apart from clean the the top surface, you need to extract the milk spill at a deeper level, trust me ive done a few

Steam will work as you need to break down the fat molecules, as they decay they start to really hum. A disinfectant or antibacterial needs to be applied before steaming though. The trouble is you need to get moving as quick as possible with milk staining, the longer you leave it the worse it gets. As the poster above says steaming wont be affective if the stain is more than a day old as it dries and seeps deeper into the carpet thus soaking the underside which is out of reach eventually.

The metal of the floor is probably damp in it too, idealy id take the whole carpet out and clean everything. bit like tryna wash your feet with your shoes on so to speak. not sure which st it is, but the st 170 airbag modules are around the handbrake area one at front smaller one at the back.

i spilled 5L of yellow paint in the foot well of my nearly new fiesta so got home and striped out the carpet got the steam cleaner on it all was fine after that hung it up to dry
to remove the carpet you wil have to take front seats out center consoul rear bench seat base undo the seat belt mounts on door pillers and sill trims
