Between seeing the bid reg Toshiba logo and the Windows XP logo on startup is when you need to press F8 - ie, immedately after the Toshiba logo disappears.
Performance could be down to several things, usually insufficient memory (RAM). If you've only got 256MB for example, you'll struggle to run Windows XP with anti-virus, the two together can easily top up to 300MB, along with all the other little programs that run at startup pushing that up to 400MB. Upgrading memory's cheap at the moment, so it may be worth spending 50 quid on some additional memory.

To find out memory do the following, click start right click 'My Computer' and then properties (At the bottom of the context menu) as said you want 512MB as the minimum really.
Removing programs does nothing, unless your hard drive is at capacity, the same applies to pics/vids, it's the programs/processes running you need to look at.
Before anything I would first find out the memory as said, it may be if it's low it's just slowed down over time with all the updates etc.
I guess it's a few years old now, and yes you most likely will be running XP Home Edition.

go into msconfig>startup tab and turn off everything except your anti-virus.
hp software, msoffice stuff, even adobe products all run in the background even when not being used. turn everything apart from the necessary off and you should <-- should notice a different.
**edit** to access msconfig, go to Start>run then type in msconfig and press enter.
