Usual bullshit from plod I'm afraid.
Ask to speak to the DATA CONTROLLER, the data protection act which he thinks STOPS him from giving the details, is actually the act that entitles you to it as you have shown "just cause", or "with pertinent cause".
In essence anyone who has a ligit reason for the info is not only entitled to it but the police are breaking thier own law by not giving it to you.
Sadly all too common the plod not knowing the law, the data controller knows the act inside out, so is best first port of call.
Just for refference, even if you don't go through them your insurers can and have to tell you.

Have you tried the MIB, no not the men in black but the Motor Insurance Bureau.
