Default surge problems?

hi can any body tell me if this is surge or some thing else ps its not my car but it sounds the same listen to the engine noise

Either the correct spec turbo for your engine or capping the boost until further up the rev range so it doesnt surge.

i had a problem with boost last year ie no control=40psi+& no surge what so ever right upto the red line 8200rpm stu repaired my ecu this year & i also done cam trigger mods had cams timed with dti gauge to cam spec & now it surges all the time even when i unplug air injectors could it be cam timing ??????????.ps boost is capped at 32ish psi now but its real hard work to get to that point cos of the surge
