best program for video edditing?

ive got about 4gb of captured video footage on my hard disk in mpg format (not sure what version) that i want to chop up into scenes, fade in/out etc, and prepare with a menu etc for burning to dvd.
ive just got a new base unit with dvd rewriter and a p4 3.2 prescot with 512 memory.
ive got a copy of adobe encore but this wont read the captured video format in as a valid file, window movie maker will read it in and edit it, but cant save it for use in back in encore.
there must be one piece of software about than can do the lot and just prerpare an iso file ready for the likes of nero to burn to disk?
