Default name and adress from a car plate
or atleast a name ? possible ?

Had a run-in in plymouth with some gangster type and i need to confirm that hes not who i think he is

But all i have is the car make and model and the personalised number plate to go on.

any ideas ?

No legal way of doing it that im aware of, other than an official request to the DVLA like an insurance company will do in the event of a driver leaving the scene.
