you could just tell him straight that he is not able to pay as the auction stated nd therefore he does not get the item and then give the next highest bidder a second chance offer.

I would never give any bank details to anybody on ebay.
Secondly if you don't want to sell to international bidders you have the option of changing this on the selling page before listing an item.
International bidders are too much grief.

International dealings are easy. Ring your bank, get them to set you up a seperate account, and get them to give you the IBAN and BIC codes, then let the buyer pay you. It should take 10 mins on the phone. I would hardly call it putting yourself out
If you sell to international buyers your ŁŁŁ per item goes up a lot, I sold a Quaife big tooth to a guy in Poland for Ł2650 .. I was expecting about Ł1800 max
RSmat,if you get stuck PM me your number and I will ring you. If you set up a seperate account there is no danger of your bank details being used for fraudulent purposes, and It gives buyer and seller a nice easy transaction with a good paper trail should anything go wrong

One of the options is to not allow any international bidders to bid. There are about 7 options.
Have a look when you next sell something.

Not 100% sure but I think we have sold to someone called Filip in Belgium and he paid us by IBAN transfer.
If you want me to check this for you PM me his eBay user name and I will check our accounts.
From what I remember there was no problem with the transaction.
Your IBAN details are usually shown on your bank statement on the first page.
As far as worrying about giving out your bank details - you are only giving out your account number and sort code and as I remember other people saying on similar posts - this is no more risky that sending someone a cheque as that has the same details on it.
The only other thing I would say with IBAN transfers is to make sure the buyer does the transfer in Pounds Sterling and that they select to pay the fees at their end (otherwise this will be deducted from the payment when you receive it).
HTH
Cheers
