yeah possibly a short.

is the hazzard relay on the back of the stalk or in the fusebox?

as there is some clicking in the fusebox before the fuse blows

yes indicators still work daz.

apparantly only started doing it last night, and nothing has been touched around the fusebox until today.

From that info, I would deduce that the short is still around the steering column/fuse box area. If the indicators work, that means that the circuits are ok. The indicators run through the hazzard switch.

You could try removing all the indicator bulbs. This will remove the load off the circuits and if it's an incorrectly rated fuse (too low) it will stop blowing.

I would point out though that a 15 amp fuse will carry current for 3 headlamp bulbs on main beam at 60w each so 4 bulbs at 21w and 2 at 5w should be a walk in the park for it.

The tail light on the series 1 should be fused on that side so it should also take out the front side light too. That could simply be a shorted out bulb internally, or a corroded lamp cluster.
