heater only working on 4

i have 99 focus. the problem i have is the heater. works only on 4. changed the resistor pack but still no luck on the other 3 speeds. fuses are all fine, wiring loom fine. ideas please

I'd query the replacement. Was it New or second hand?

Pretty sure its going to be the resistor i'd try another one.
Positions 1-3 run through the resistor where as position 4 runs full voltage straight from the battery.
