Default Another boost problem

My brother loves my car so much he has gone out and got himself a s2 erst.However his isnt standard and has got receipts for alot of uprated parts (forged pistons,grs intercooler etc,chip etc - how jealous am i!). However when he got it the guy said that he had turned the boost down to 8-9psi using a bleed valve but he did say it was tuned for 17psi.My bro wants to turn it up a bit (think he said about 14psi) and as it was tuned at 17psi he thinks it should be ok.However the bleed valve he has got has got 3 connections. One on the bottom that has a bolt in it blocking it lhs one to wastegate and the the rhs to turbo.But no matter how much we turn the valve either way the boost wont rise above 9psi.We can turn the boost down but it wont go higher than 9psi.
What can be the prob?

Never ever play with a bleed valve unless you like building engines.

I would get this car checked and setup asap. You will need to adjust the fuelling to suit the amount of boost you run.

You may also have a standard chip which will limit the amount of boost you run.
I would take receipts with a pinch of salt until proven as it does not mean the car still has the components stated
nobody in their right mind would buy components such as a GRS intercooler and chip and more which permits the car to handle greater boost and run it at 8-9 psi- why bother spending the money the standard engine pushes this kind of boost without issue - I would be a little suspicious of the car and get it checked over myself, see what it really has

The reason it's not altering the boost is because the 3rd outlet is blocked off with a bolt! Cant bleed anything off if it's blocked
BUT... as Turbocabbie says if the car has not been tuned for 17psi and the guy is telling your bro porky pies then you'll have a dead engine in no time!! For the sake of £100 -£150 get it setup!!

has it got the amal valve disconnected and have you checked to see if the ecu has a chip init cos if it aint chipped then the ecu will boost cut it straight away give a specialist a ring mate is the best thing to do

got receipts for ecu but havent had it apart. It has a rr print out think it was just below 200bhp but definitely showed at 17psi.

Just for info, tried another boost valve and that worked fine so must have been dodgy valve. Kept it at low boost until he can afford a setup.
