Series 1 Turbo Unit Rattling Question with Picture PLS HELP!

My Series 1 Turbo has always had an annoying rattling noise that I am now trying to get sorted.
The best way to describe the sound is like a small nut rattling about in the exhaust!
So the exhaust was swapped for another one but the sound continued. It is only apparent without any throttle applied to the engine It can also be heard with the car ticking over. We seem to think now that it may be coming from the turbo itself as we thought it could be a faulty bearing (car has only done 31K miles from new) and is using the exhaust as a megaphone to amplify the metallic sound.
My local garage now has the turbocharger off the car and on the bench ready to be sent off to be stripped and rebuilt
So, Q1. who is good at rebuilding turbos as I dont want an exchange item?
Q2. Here is a picture of the casting on the turbo. We have noticed that it has a hole (in the righthand side of pic) from what seems to have come through from the threaded hole on the outside of the casting.
If this is not right could this be the cure to the annoying sound? ie air being drawn through this hole? or will the hole be air tight when the bolt is tightened back up in place?
Please help guys as I want the car back togther now!

Mate its probably your wastegate rattling
Is there any pre-load on the actuator? Can't see it being much else.
As for the hole thats not normal as far as im aware, but in terms of functionality it should make absolutely no difference what so ever. Can't see a 31k mile turbo being knackered at all, espeically if the car is all genuine and serviced properly.

Like safe chav said probably the waste gate chattering grab the arm for the actuator and check to see it it is being pulled shut. It will save you alot of money if this is the problem.
