you tried all the wiring/earths for breakages, the sidelight bulb holders sometimes need a shoogle/clean up

What MK car is this on. There is quite a variation between the MK3 & 4 sidelights

This is probably the little sidelight bulb, when the ignition is on and the light switch is on one click, that is "Dipped beam" which is on the main bulb. When the ign is off and the light switch is on one click, the little dinky bulbs are on (That how mine work anyway!)

Check them and also check to see if any of the fuses are bridged in the fusebox, some of mine were and they caused no end of weird problems!

Red it again, he says if he turns the engine off and leaves the ignition on it doesn't work.

On a MK4 if you turn the ignition off its just sidelights, if you turn the ignition on the dip beam also partially illuminates, regardless of engine running And then obviously you have dip & full beam aswell

And as for parking lights, not on a british car!

Anyway, like I say just check that there aint any bridged fuses in the fusebox. The ones on mine were bridging sidelights with main beam. As simple as that sounds they interfered with everything from the interior light to the immobiliser!!! People just go for that "Quick fix" instead of looking at the problem logically! Check the earth points also!
