Tiff use a blowtorch and scraper to get most of it off then a wire brush on your grinder to clean the rest up.

Either use a white stonechip or you could use hammerite

Don't remove the sealer unless it is already coming off Tiff. Just peel the bit that is coming off and re seal it then clean all the rest up and paint over it with plasticiser so it stays flexible.

As long as you clean it up properly with panel wipe but it might be easier to take it all off and freshly seal it and then paint it.

The easiest way to remove it is to warm the panel up from the opposite side with a heat gun and the sealer just peels off then. This means interior out though.

I scraped all my shitty underseal of to bare metal then used 15 bags of this sprayable bag sealer.
