RST as first car: I bought my S2 as my second car less than a yr after passing my test. Insurance was £500 TPFT with AA insurance. (Almost the same as I was paying on my 1st car, a 1.6 A plate Onion) So you do have a chance to insure it, but will cost you to be honest.

Yeah but thats just the date is was registered. If yours is registered in DEC, it was built earlier. Like my Car was built in June 1985, but was registered on the 27th Aug 1985 2 month after build.

But would Ford not have started to put them on knowing that the law was changing. Any car that was gonna be registered in the Jan 86 would have to have them, regardless of when it was made?

Prob not mate, makes more work for them when they don't need to. I'd say they would have left it as long as possible until they had to fit them as standard, then retro fit any which were unsold, but built before the law changed.
