just sounds as if the shoes are not adjusted right to be honest fella, you say you have adjusted the cable i take it you mean by the 2 plastic locking wheels?
have you adjusted the shoes themselves on the shoe adjuster inside the drum?just by using a screw driver lever it to spec so they just skim the inside of the drum
have had it before were the shoe lever that pivots has been seized could be that too, might just need freeing off
hope that helps

The only main thing that can cause one wheel not to lock up on the handbrake is a Stretched handbrake cable. The wheel cylinders that tend to leak are only for the Foot brake pedal not the handbrake.
I would check your Drum for excessive wear but might be good to change the cable.

John, as i said in that other thread, have you checked for the plunger catching the shoes, i had the exact same, i was tearing my hair out when i had this problem becuase it all worked before i had the drum off!!

Bet you....any money, the brakes worked just not the handbrake on the one side
