Damo v thanks mate tryed the cut off switch it was'nt tripped out.. brown relay in the fuse box has a 12v feed to it on one side and an earth on the other side of the bigger sized terminals hope that makes some sense...
A couple of things that are happening... If you turn the ignition on i can feel the relay click (on) then about 5secs it clicks again (off)...
Make's me think that the fuse box is ok and it is something else.. is there any other voltage checks i can do to eliminate the fuse box...

i think its a red/black wire on the underside if you patch a live feed to it it will run all the time but at least will cure fault ... i did this for a customer while we waited for a new box from ford and it was all ok ....make sure you put a fuse link in though!!!!!!

the pump SHOULD NOT run all the time with the ignition on anyway, it runs for about 5 seconds while the idle valve puleses when u go to click 2 on the ignition, it then stops and waits until the engine is cranked before running again, the idea is to crank it while iots doing it initial prime.
one thing i have found that is if the battery voltage is getting low, (ie if its been stood for a week or 2) then the ecu doesnt like the low batery voltgae and wont allow the car to start as it is the ecu that is responsible for earthingn out the relay for the fuel pump and making it run., put the battery on charge for 10 mins and it all comes to life

BTW its defo Red/black wire to pump, but if you want to give it a live to get it running, just do it at the cut off switch, in fact while you are there, check to see if you have a live feed going to that switch.... it COULD be buggered!!

sorry lads had a bit of a moment Went to the car to try the things that you all have been suggesting and all was still as it should be so i went to the connector for the fuel pump behind the bumper looked at it a little better this time. it looked a little dirty so i give it a clean with some emery paper and it still didn't work. tested it with a volt meter and got 12v from the fuse box so tested the pump and it bloody worked so connected back together still didn't work... recleaned both connectors put it back together once again..... and it bloody worked
