is it normally altered when the car it set to stage 3

Its a good idea to increase fuel pressure slightly , turning the small allen key screw
on the fuel pressure reg 1/4 turn clockwise should do it ..

I am not sure it's a good idea to change fuel pressure without check. Fuel pressure adjustement is necessary only if your fuel pressure is not on 3.5 bars without vacuum pipe connected, or if your tuner do it. (on dyno test or on road test)
