Default very strange escort cossie boost problem

I have bought my old escort cossie back, its a big turbo model, stage 2, when i previously owned the car it went very well, pulled quite hard and ran about 24 psi, the car is only boosting now at about 15psi, so i adjusted the actuator, it screwed the end it 2 and a hal;f turns went up the road and the car would only boost about 5 psi! i would the actuator back out 2 and a half turns and it now boosts again at about 15 psi but it taken a while and doest pull very well at all, The -31 fitted was put on new by me about 5000 miles ago

please help

has someone 'bufty blue' piped up the actuattor from the lectron valve...?,,, the factory t piece is actually jetted to the right sizes etc to start with.
